Lake Keowee Dock Permitting Process – A Complete Guide

By Eric Stegall – Lake Keowee Real Estate Pro, eXp Luxury Realtor

Why Dock Permits Are Required at Lake Keowee

Lake Keowee is part of Duke Energy’s Keowee-Toxaway Hydroelectric Project, overseen by FERC. A Shoreline Management Plan (SMP) ensures that shoreline development is balanced with environmental stewardship and public access. Because of this, most activities—such as dock construction, stabilization, or excavation—require a Duke Energy permit.

The Shoreline Management Plan (SMP)

The SMP sets forth guidelines and shoreline classification maps that dictate what’s permissible along Lake Keowee’s shores. It helps protect natural resources while allowing reasonable access for homeowners and recreation.

Step-by-Step Dock Permitting Process

1. Apply via LAPS

Applications are submitted through Duke Energy’s Lake Access Permit System (LAPS). Upload your documents and pay fees electronically.

2. Required Documentation

  • Registered surveys
  • Plan & profile drawings of the proposed dock
  • County building permits
  • State stabilization permits (SC/NC)
  • Insurance (for leased areas)

3. Inspection & Review

A Lake Services representative reviews your application, inspects the site, and verifies compliance with SMP rules before approval.

4. Contractor Access

If contractors need Duke Energy access points to transport equipment, a separate Access Area Use Permit is required.
